Overall everything is pretty good! Youre proportions are pretty much correct. Just watch out for several things, like the back shape. You don't want such a big slope in that, unless you're trying to draw something with a sway back. Also you should do some studies of eyes from photos, even if you're going for a more cartooney style. You want something that sits IN the face a little bit more (think of how Disney eyes are cartoony, but still look like you could poke someones eyeball out of an eyesocket).
other than that, you may want to think about the positioning of the tail, and the direction that the hair is moving. If shes swimming in pretty much a straight line then her tail should stream out behind her etc. It should follow the movement (ie: think of a ribbon attatched to a stick that you can wave around)

Other wise, its good! This is an adorable character
